Windows Update stuck at 0% after failing to update?[HELP]=(


I recently downgraded from Windows 8.1 to Windows 7, I absolutely can't stand Windows 8. Well the OS runs beautifully as I expected but I am running into some issues updating my computer. The updates downloaded and installed just fine after the fresh install but after letting all my updates download and install, I rebooted the computer so they could take affect. It booted to the desktop after waiting quite sometime, I shut down at 4am, woke up this morning to finish configuring my new fresh install and low-and-behold Windows needed to configure more updates, after waiting, it got to step 5 finally and stated it failed and it needed to revert the changes.


With all that being said, now I'm back at my desktop trying to update again and it is hanging at 0%. I even set it to download 1 update around 100kb just to see if it would download. It is not, I have tried windows update fixit tool to no avail. I'm really at my wits end as I do not want to reformat a third time to find out it will just happen again. My gut tells me the solution lies somewhere in regedit but I'm having a hard time locating the solution.


I also want to state that I found on reddit many people found a solution to this by turning off the network meter option but I cannot find the option in Windows 7?
